Reforming two-tier arrangements

As is customary with parliamentary recesses, the departure of MPs from Westminster is accompanied by a flurry of Government reports for local government to mull over during the summer period.

Two documents widely trailed were the Local Enterprise Partnership (LEP) review and Common Devolution Framework. Unsurprisingly, one appeared, one didn’t.
