Reorganisation: lessons from the past

As Northamptonshire becomes the latest county council to embark on the road to reorganisation, what lessons can be learnt from those that have gone before it?

Somewhat reluctantly, the troubled council has effectively voted itself out of existence, in favour of proposals to form two unitary councils, between them covering the whole of Northamptonshire.
