Mark Testo, a licensed waste collector trading in Middlesbrough as Shift Your S**T, has been convicted for a second time of collecting waste – only to then fly-tip the rubbish. Detective work by Middlesbrough Council’s enforcement team led to his latest conviction, and the imposition of fines, costs and compensation orders totalling more than £1,000.
