While it contains some ‘potentially problematic proposals’, the Social Housing Green Paper shows the Government is listening to the sector on some key issues – and as SOLACE spokesman Martin Swales reasons, councils should not feel constrained in their submissions to the consultations

W e should start by recognising what a significant policy shift the Social Housing Green Paper represents. For many years, social rented housing has been depicted as tenure of last resort. However, the Prime Minister in her recent speech set the foundations for significant change.
