Since 2014, when Simon Stevens published his first Five Year Forward View, the public service landscape has shifted dramatically. The document was a real game-changer for both the NHS and local government.
The publication of his review last week looked how far we had come along the five-year journey. For me, the answer is quite far – but not far enough. And, while the document is clear that there is no one-size-fits-all solution, the picture of success is still patchy across the country.
