As a newly-appointed chief executive, one of my early tasks was to ensure we had a management structure that could deliver the policies of the council.
Like many councils these priorities included growth, tackling deprivation and modernising how we work. I thought I had done a good job until I realised one rather large omission. Nowhere in the structure had I given any priority to the biggest issue of time - carbon reduction.
