As Diary has mentioned before, the impressively liberal Canadians have decided to legalise cannabis later this year, devolving oversight of the regime to provinces.
But no sooner was the plan to launch the initiative in July put together than the country’s usually-efficient public servants started to suffer from the sort of listlessness often associated with the after-effects of cannabis use.
