The five steps to joint working

Emblematic of many of the perceived failures of joint working between the public and private sectors has been the fact they have often been badged as public private partnerships when they were clearly not ‘partnerships’. They were often in fact little more than a transactional procurement relationship, sometimes with a private sector financing mechanism bolted on.

It should be no surprise the relationships and behaviours in these cases did not match the rhetoric for them and they eventually ran into difficulties.
