Over the last few years, constitutional turbulence has rocked the UK’s sense of identity and permanence. The RSA Inclusive Growth Commission, which published its final report this week, argues for a new social contract between central government and localities, evolving the structures and mechanisms of the state so it is fit to meet the challenge of inclusive growth.

The Scottish referendum in September 2014 was not the narrow contest many expected. Instead of putting the issue to bed for a generation, it left the door open to a second public vote which Nicola Sturgeon is likely to press for when she addresses the SNP conference later this month.
