Treasury set to curb borrowing

Chancellor Philip Hammond is poised to crack down on the rules surrounding council borrowing amid increasing criticism.

As cash-strapped councils strive to make ends meet, there has been increased investment in assets – often outside the area – in a bid to generate much needed additional revenue.
