A top finance expert has issued a fresh warning after figures showed councils were financing more of their expenditure from reserves and collection fund surpluses.
Department for Communities and Local Government (DCLG) statistics, published last week, revealed 2.1% of revenue expenditure in 2016/17 was funded by reserves and collection fund surpluses – up from 0.9% in 2015/16.
