What are the options for the chancellor?

With great timing the latest public finance figures landed on chancellor Philip Hammond’s desk last week just days before he produces his autumn budget on 29 October.

The figures from the Office for National Statistics were generally good news; borrowing in September was the lowest since 2007 while for the financial year to date it was the lowest since 2002 thanks to increased tax revenues.
