Whiteman: Local government lacks cohesive whole sector leadership

Local government has been warned its inability to establish cohesive leadership and a single vision leaves it prone to the unintended consequences of Whitehall policy.

In a provocative article in The MJ this week, chief executive of the Chartered Institute of Public Finance and Accountancy, Rob Whiteman, argued the sector was not doing enough to resolve internal rivalries and present a united lobbying front.
