Let's make a deal

It would be absurd to suggest that metropolitan areas across England face identical challenges.  In the tough years ahead for public finances, each will face distinctive tests with different strengths and aspirations.

And yet despite that distinctiveness, there is a core, sharedunderstanding that underpins the way those areas believe their challenges can be best addressed. 

At the heart of that understanding are two things.
