Last week, the penetrating analysis by the Institute for Fiscal Studies’ Kate Ogden laid bare the impact of the Autumn Statement on local government.

The unfreezing of local housing allowance and extra resources for homelessness brought some welcome news for districts’ strategic role as housing authorities. But Local Authority Housing Fund 3 seems unlikely to involve high (preferably 100%) grant rates that allow councils without a housing revenue account to participate.
