Councils will retain the £146m paid out by government to prepare for the Care Act yet fears remain over the financial stability of social care.
The Government was originally intending to recover the funding paid to local authorities this year as part of preparations for the now-delayed introduction of self-care reforms, but it has now revealed the funds will instead be invested in the care system.
