Just imagine we are back in November 2010. George Osborne has unveiled his spending review.

As expected it is tough. Local government goes into lockdown for several months.

There are dire warnings of riots and strikes as spending cuts make their impact. Library closures hit the headlines. Coalition ministers nervously wonder whether the chancellor can pull it off; can he get the pain over and the benefits on stream in time for the 2015 general election or will the gamble fail?
