Birmingham City Council favours council-owned children's trust

Birmingham City Council has mooted retaining ownership of its children’s services trust despite ongoing concerns about the pace of change and reducing staff turnover.

A report to the council’s cabinet favour’s ‘on balance’ the formation of a wholly-owned company (WOC) – such as Kingston and Richmond upon Thames RLBCs’ Achieving for Children – as opposed to a mutual.
