'Brave' councils praised for seeking new responsibilities

The former Essex CC chief executive has described councils as ‘brave’ for attempting to prise powers from the hands of Whitehall in the face of deep budget cuts. 

Addressing a crowded London Summit, Joanna Killian, who is now a partner for consultancy giant KPMG, praised authorities for stepping forward and seeking assistance on financial issues.
