The ‘giant disconnect’ between central and local government has been criticised by a senior council finance councillor in a letter to prime minister David Cameron.
Deputy leader of Lancashire CC, Cllr David Borrow, who is also finance spokesman for the County Councils’ Network, used his letter to protest about the cuts to the sector.
