Counting the cost of reorganisation

If devolution has been the dominant theme for much of the local government sector in 2016, debates over potential local government reorganisation have been a close second.

Under the Eric Pickles era at the Department of Communities and Local Government (DCLG) there was a mythical ‘pearl-handled revolver’ stashed in his drawer, ready to shoot the first person who mentioned restructures.
