For most, the festive period is a time for giving and receiving. The proposed local government finance settlement brought very few gifts for counties.

We all expected a challenging settlement, but what we were presented with was beyond the worst-case scenarios that many of us had planned for. The Government may think it has provided enough money for social care, but sadly it hasn’t.
