District leaders rip into rates appeal proposals

District council leaders have urged the Government to radically reduce the proposed three-year timetable for business rates appeals. 

Local government minister Marcus Jones has proposed a check, challenge, appeal system to simplify the process, which was suffering under a deluge of speculative applications.
