EXCLUSIVE: Cost of reforms is 'elephant in the room'

A failure to estimate the cost of proposed reforms suggested by the National Inquiry into Child Sexual Abuse (IICSA) remains the ‘elephant in the room,’ experts have warned.

As councils await the Government’s response to IICSA’s final report, senior lawyers said the cost of implementing the recommendations will be high.
