People could die in an energy blackout as local government services supporting vulnerable people with urgent needs are forced to halt, leaked Government emergency plans have warned.
A document marked ‘official sensitive’ – seen by The MJ - warned that in a reasonable worst-case scenario ‘most, if not all’ services including adult and children’s social care and schools ‘will stop immediately’.
