‘Essential’ needs review must break status quo

The needs-based review being carried out as part of the move to business rates retention must rip up the status quo, a key member of the steering group thrashing out details of the new system has urged.

Director of the County Councils’ Network (CCN), Simon Edwards, said the review was ‘essential’ to avoid ‘locking in historical underfunding’.
