European powerhouses '40% more productive than the North'

The Northern Powerhouse will only succeed if focus is concentrated on boosting productivity in underperforming cities, according to a new report. 

Comparing the North with the Rhine-Ruhr and Randstad regions in Germany and Holland – which the Government has cited as models for the Northern Powerhouse – think-tank Centre for Cities suggested success was not the result of extensive transport links between cities.
