Future of devolution difficult to predict

Over the past 18 months we have seen impressive momentum from the Government to get the ball rolling on devolution, but three overarching uncertainties make it difficult to predict how devolution will pan out in the future.

Firstly, the success or failure of the programme will depend on how well it actually delivers on its promise to increase economic growth.
