Communities secretary Greg Clark invited local enterprise partnerships (LEPs) to apply for a slice of £1.8bn hours before auditors criticised the transparency of the bodies.
Mr Clark kick-started the third round of growth deals during a last-minute appearance at the LEP Network conference yesterday.
