One way public bodies can look to achieve longer-term changes is through making better use of the totality of public funding spent locally.
Rather than operating in traditional ‘silos’ created by organisational boundaries, bodies may elect to work jointly by aligning their objectives, activities and resources where they believe a collaborative approach can add most value.
