Just how serious are we about sector-led improvement?

As the Local Government Association (LGA) launches its consultation documents on sector-led improvement, there could never be a more opportune moment to ask whether the regime is fit for purpose.

If local government wants devolution – and one would assume it does – it has to be 100% transparent about its failings as well as its strengths or Westminster will continue to suck up power.
