Lords defeat Whitehall's starter homes plan

Lords have defeated parts of the Government’s starter homes policy.

The controversial policy in the Housing and Planning Bill would have given the secretary of state the ability to prevent the approval of individual planning applications unless one in five houses on a development was a starter home.
