Minister accuses Whitehall of putting frontline at risk

Wales’ public services minister has blamed Whitehall for putting the frontline at risk, but suggested authorities could learn from English councils’ handling of cuts.  

Speaking at a finance seminar hosted by the Welsh Government and the Welsh Local Government Association last week, Leighton Andrews AM explained how Welsh local spending had actually increased.
