Newsam report reveals Rochdale exploitation failings

Failings by officials at Rochdale Council and senior police meant vulnerable girls were targeted by a child sexual abuse gang for years, the latest report on the scandal has concluded.

The study led by child protection expert Malcolm Newsam – commissioned by Greater Manchester mayor Andy Burnham in 2017 – covers a string of failed or poor investigations by Greater Manchester Police (GMP) between 2004 and 2013.

But while the report is critical of policing, it reiterates Rochdale Council’s inaction or slow reaction. In one case, the report highlights ‘lamentable strategic failure by senior leaders in GMP and Rochdale Council’.
