Pan-Yorkshire devo deal back on agenda after minister's backing

Yorkshire leaders appear to have softened their stance towards a whole-region deal after the Government’s Northern Powerhouse minister hinted his preference for the idea.

Brigg and Goole MP Andrew Percy's intervention came days before Sheffield City Region (SCR) Combined Authority admitted it would no longer be possible to hold a mayoral election this year.

The Sheffield deal was thrown off track after Derbyshire CC objected to Chesterfield BC’s decision to join the combined authority.

A spokesman for the SCR combined authority said leaders were now working towards a mayoral election in May 2018, adding: 'The combined authority is drawing up fresh plans to consult on its proposals, with a view to satisfying the requirements of the High Court judgement.'

But the delay has prompted West Yorkshire to submit an outline proposal for a whole-Yorkshire devolution deal, including South Yorkshire.

A statement by West Yorkshire leaders read: 'We are meeting with colleagues across Yorkshire to explore this option so that we get a strong workable economic partnership for the Leeds city region, which delivers the best deal for Yorkshire.

'We believe in a devolution process that is based around economic issues that boost our economy including investment, transport and skills.

'We have put forward proposals, including the acceptance of an elected mayor, to achieve that aim.

'However, our ambition has so far been thwarted by a lack of agreement from government.

'We are determined Leeds city region cannot be left behind because of this.'

Earlier in the week, Mr Percy reportedly told a Hull City Council scrutiny committee he would not sign off a separate deal for the councils in west Yorkshire.
