The president of the Society of Local Authority Chief Executives (SOLACE) has called for a ‘new psychological contract’ between the sector and Whitehall.
Speaking at the SOLACE summit, Mark Rogers urged members to replace the ‘reliance on negotiation’ with a relationship where ‘we are equals and co-produce’.
