If the Government adopts all the recommendations of the Independent Inquiry into Child Sexual Abuse, children’s and social services face radical reforms in a time of intense financial pressures. Mark Conrad reports

‘I was “lucky”. I escaped before things got too bad. My friend at the same care home couldn’t, and he killed himself after horrific abuse. I was in council care voluntarily, as protection from abuse by my father.
