Even before the latest spending bombshell from Chancellor George Osborne landed, many in local government were already preparing for the worst. 

The previous government set a clear direction of travel.
 
Since 2010, councils have made £20bn in savings after cuts in government funding of 40%.
 
November’s spending review is likely to mean cuts will go deeper.
