The transformation challenge

Mayors or combined authorities could be used to push greater accountability to boost cross-public sector working, the Service Transformation Challenge Panel has urged.

Under the proposals in its final report, the Panel has highlighted the fact most public services report directly to their departments at a national level.

As part of the recommendations, the report claims governance could be through new or existing mayors, combined authorities, or a locally accountable person or board in exchange for greater financial devolution.
