Wales could have a chance to deal with unfairness in the council tax system and drive the agenda for other nations and regions to follow, a report from think-tank Centre for Cities has said.
The report proposed ending the anchoring of tax rates around Band D, annual revaluation of properties and giving councils responsibility for agreeing proportional tax rates for each band in line with annual revaluations.
