A governance review of Southampton City Council has warned the authority’s new administration could experience councillor-officer problems encountered by its predecessor unless reforms follow.
A report by the Centre for Governance and Scrutiny (CfGS) to a meeting last week noted long-standing problems with ‘collective responsibility’ between officers and members.
