Who wins from the social care precept?

The impact of falling council budgets combined with an ageing population on adult social care services is already well documented.

The Association of Directors of Adult Social Services recently warned that the social care budgets of English councils have been cut by 31% in real terms since 2010. Future demand for adult social care is predicted by some to be so huge that councils will not be able to spend on any other discretionary services and even some other statutory services come 2020.
