Bradford City Council has warned it may become the latest to declare an emergency section 114 notice unless it takes urgent action to cut spending.
The warning in a report by the council's chief financial officer Christopher Kinsella said the authority faced an overspend of £68m in the coming year, with children’s services alone likely to be £45m over budget.
