There are reports from the National Audit Office (NAO) that have government ministers quaking in their boots and, perhaps more rarely, there are reports which ministers rather gleefully quote at length.
Yesterday’s report from the NAO on the Care Act first-phase reforms is somewhat harder to categorise.
