Council leaders will be given 'greater powers' while cities, counties and towns will become 'more self-governing,' new Prime Minister Boris Johnson has pledged.
Speaking at the Manchester Science and Industry Museum at the weekend, Mr Johnson said London and Manchester have thrived partially because they are led by mayors.
