CIPFA chief urges accountancy rule changes as councils ‘bend the rules’

Councils are ‘bending the rules’ on their balance sheets – with the blessing of central government – in a bid to hide the dire financial picture, finance chief Rob Whiteman has claimed.

The chief executive of the Chartered Institute of Public Finance and Accountancy (CIPFA) claimed councils were ‘raiding the cupboard’ and charging transformation to capital.
