Clear framework will ‘aid devolution’

County councils and experts have welcomed a Conservative Party manifesto pledge to create a devolution framework and ditch the mayoral requirement for rural areas.

The Tory manifesto promised to ‘consolidate’ its approach to provide ‘clarity on what devolution means for different administrations so authorities operate in a common framework’.
