Don't erode new funding with fresh obligations

At a recent county treasurers meeting we realised that only one of us had been a treasurer pre-austerity so the concept of a real-terms increase in spending for next year was something of a culture shock.

Having our senses finely honed to austerity (i.e. inclined to suspicion) most of us proceeded to look for the catch.
