Calderdale MBC and Oxfordshire CC have clambered their way into consultancy Impower’s list of England’s most productive councils this year, The MJ can reveal.
Newcomer Calderdale has moved up steadily from 17th in 2017 and 13th last year to 4th, with its increase in overall performance boosted by ranking highly in the new high needs lens, which is included in the index for the first time.
