Northamptonshire CC warned the Government it was facing a structural funding deficit years before it sent in an independent inspector to investigate its precarious finances.
The council is understood to have drawn up a detailed document for the Treasury in 2013/14 describing its financial position and pointing out the significant gap it faced would never be filled by savings.
